This is true of launchers I've added (by right-clicking icons in the Menu and choosing to add them to the panel such as Chrome), but also of launchers that were already there (like Firefox).
Selecting an icon corresponding to an application such as Terminal, Firefox, Chrome, etc. from the Menu does work as expected (i.e.: the application launches, in fact, I'm using Chrome to post this). Hovering over the launcher does bring up the application name.
This is a fresh Mint 13 LTS installation within the last few hours on an Intel MOBO with an Intel i5 and 8Gb memory. I ran all the Mint updates. I've otherwise not had any trouble. I am running two monitors (with no trouble) not mirrored. I've check filesystem permissions, run dconf-editor without changing anything and all "seems" okay.
This hardware used to run Windows 7, then Ubuntu Precise (12.04). I just want to run Mint now.
What else can I offer as information?
I never had this happen another time I installed Mint 13 about a month ago on another piece of hardware. For about 6 months until I replaced it with Mint 13, I ran Ubuntu Precise with Cinnamon on this other piece of hardware and did not have this problem doing that either.
Advice would be greatly appreciated. Could this be something totally obvious and stupid? (Yes, but take pity on me.)

Never had that problem. Just in case you haven't tried it, I find that things like this in cinnamon are usually fixed by logging out and back in or restarting cinnamon. I actually do this by default most of the time now whenever I change anything about my panels.

The problem is that panel-edit-mode is difficult to clear via the Cinnamon Settings. dconf-editor did the trick. The story is here:
