Cosmo,

Did the hidden file copy/paste actions you described with the test account. Panel bar was there every time after multiple suspend/resume sessions. Let it sit over night, still logged on to "test", and just resumed a while ago, and panel was there. One peculiar thing was, I logged out "test", which should have brought up the login box for my main account, but for some reason, the login box and the screensaver were having a flicker battle on the screen--to me it appear the login box repeatedly tried to get on-screen, but the screensaver was persistent and would not quit. I just typed the password blind and got in. (btw, the copying of files into test messed with ownership. I had a lot of errors running ownership checks in "test", and in my main account, I was no longer the owner of "manage users" and likely other items as well, until I ran the ownership repair in terminal. Didn't seem to be too many things wrong, as the process corrected quickly)

This whole panel bar thing is puzzling in its consistency. The day before yesterday it had gotten to the point that it happened at almost every resume session. Yesterday, it seemed to be fine.

I did a restart this morning, and ran "ps x" at terminal. Is PID 2519 a normal action of the start up? (replacing default with personalized settings?)

I know this issue seems elusive, and not apparently happening to many, but none the less a minor annoyance. Did some more checking.

I'm not sure if the "Role Locked" on the panellauncher and notifications is a normal function of start up/resume or not. Just throwing this out there in case some of the others here wanted to try running the same and posting your results.

Just an idea: I noticed you also mentioned the screen saver. Are you using something other than the "screen locker" default? A couple of days ago I changed mine from "crackberg" back to the default. I'm not sure if I had the problem since making this change, I'll wait again. The "seteuid error" seems to have nothing to do with that though.

Just installed 2.8.8. This may change all the searching I have done thus far. However, with 2.8.7, last night and this morning, I finally got to a point where I could consistently "predict" when the panel bar wasn't going to be there. If I suspend the session using the soft power button from the menu dialog, and wake it back up, it seems the panel will return. I run a screen saver and have "suspend" set to one hour in Power Management. I set that to 5 minutes for testing, and if I let the system suspend itself, it will almost certainly wake up with no panel bar.

Will have to wait and see what happens with this version.

The only thing I ever did for my screen saver was change the invoke time, and changed screen to flying toasters.

Updated to the 2.8.8 a few minutes ago-- Going to do a system restart now and will see how it goes.

---Edit Update: Submitted this post and restart 10 minutes ago; let system suspend itself, resumed it, and got the panel bar. Hope it's a sign of good change.---

Cosmo, I tried running the command find $HOME ! -user $USER -type f
which you suggested. I received no output. Nothing at all came up after I pasted that into my terminal. Does that mean anything significant?

It says, that there is no wrong ownership in your home, so that is not the culprit. For the user powerwagon75 we had the same result.

Did you apply the new Cinnamon update?

OK, so I haven't seen the panel disappear or had a crash / freeze for several days now (fingers crossed).

Here are all the steps I took:
1. Ran the commands:

2. Renamed ".local" and ".config" to ".local.bck" and ".config.bck" respectively, and logged back in.

The first command was not necessary in your case, as you reported here 2 days ago, that you got an empty output with the first find command. (But it did not hurt to do the command.)

But I am now a little bit confused - or I misunderstood something: Here my understanding was, that renaming .config and .local did not do any good for you, but in your last post I understand, that it did. Please clarify.

Anyway: I recommend to do the last Cinnamon update. To remind you: I do and did never have the problem, so I cannot judge myself, if this solves the problem or not, but the chances are there and the last report by powerwagon75 looks promising. It does not make sense to chase a probably solved problem.

i have not had a problem with the panel since I installed 64 bit Cinnamon a couple days ago (knock wood)

The find command did produce output for me, as I previously reported:

I understand your (Cosmo) confusion over the renaming, I am also confused. I was just reporting all the steps I have taken, some of these steps have solved my problems (including the crash / freeze I was experiencing). I do not know which steps solved the panel problem, but setting the screen saver back to the default may have been the crucial step.

Well, five days later and several sleep/resume events, panel is there 100% of the time. I would suspect by now that users likely have updated to 2.8.8, and those that had the issue as well no longer do. Issue is solved for me.

Yep, it appears, that this issue was indeed a bug (as tyebillion assumed at he beginning), which only appeared only in some circumstances and therefor or only for some users. It seems to be solved with Cinnamon 2.8.8.
