I had the same problem. Suddenly no more thumbs for videos. For pictures - no problem.
Additionally, xplayer stopped playing videos, played sound only (MPV played both without problems).
Launching xplayer from terminal showed some libsodium.so.18 missing from /usr/lib/x86_64-linux-gnu.
Strangely, Blender also stopped working and also pointed to missing libsodium.so.18.
Downloaded the missing lib from github (get it from wherever you like)...

...pasted it to /usr/lib/x86_64-linux-gnu, deleted all folders from /home/USER/.cache/thumbnails/, and guess what?
Yeah, thumbnails are back, xplayer and blender works!
Why this lib was missing? I dont know.

Have a new strange problem
Some (few) video files don't have thumbnails.
But, the very same files have thumbnails when on fresh Mint install
Anyone got a clue what can be missing from the system?
Gstreamer libs are installed
Deleting thumbs cache didn't help
All videos play without problems
Thumbs for pictures are all generated

if you deleted the
.cache/thumbnails
and still nothing, create a folder in home called .thumbnails

Thumbnails folder was already there. Its not the case.

All these above posts are 6 years old however here it is 6 years later December 2022 and Linux Mint release 20.2 the same bug has resurfaced. It use to work in prior releases but not know. What happened to quality assurance and regression testing with these developers? Seems like it all went out the window.
There must be a fix or patch to correct this very annoying issue. Of course Dolphin has no problem only Nemo. They must have more qualified programmers.

Solution I have found is;
Install and use Dolphin as your file manager. 10 times faster than Nemo, and Thumbnails continue to work for the past 10+ years. It also has preview features for folders that nemo never had (or any other fle manager). Preview feature I'm talking about is if a video is in a folder it displays the content of the 1st frame of the videeo through the folder. Same for photos (jpg etc). It will show up to 4 videos and or photos through the folder especially nice when viewing with; preview icon view. Try it uo will like it. You can have both dolphin and nemo installed. It does not replace nemo.
