Stutter while moving windows around or minimizing/restoring them.

Hello. I have an issue with what I believe is called the Window manager? Not sure. The problem is that there is some sort of stutter while moving windows around which is also quite noticeable on the minimize/restore animations. Even when I turn window effects off from the settings, the stutter is still there while moving windows around. I find it weird since I have no such issues in Windows 7 which I dual boot with. Also I have no such problem with the Cinnamon's life version, the one I installed from so I guess this could rule out weak hardware as the cause. I haven't been installing any GPU drivers or drivers in general. Has anyone here ever stumbled upon such issue or maybe any ideas as to what could be causing this and how to fix it? So after a while I thought I'll check if this issue exists in the live version of Cinnamon, the one I installed from and it doesn't.. at all. I thought it would have to do with my learning experience and how inevitably one rainbows something up either by installing useless software or software he only realizes shouldn't have messed around with after it's done. Either way I was thinking about a clean install for a while so I did it and since I was going to go through the effort, I thought I'll just install 18.1. In 18.1's live version this issue was also none present at all. Right after the clean install it was also not present.. for a while. So it had to be something I've installed.. I narrowed it down to 2 applets, CPU Temperature Indicator and Multi-Core System Monitor. On both of these there are comments of people complaining of issues thought not quite the same as mine + both seem to be abandoned sadly. Yet, turning them off did improve the situation even if not quite completely. So at this point, the only other major software that I have installed is PlayOnLinux but I'm not really willing to get rid of this one. Also, in 18.1, this same stutter would not only affect windows moved around but also video playback, no matter whether I would play it with VLC or the inbuilt player.
