I've just installed Linux Mint 18.1 Cinnamon (previous distro was an old LMDE, also with Cinnamon).
I experience the following issue: every 10 to 20 seconds, the GUI freezes for about 1 sec, and then continue as usual. These lags coincide with spurs in CPU activity up to 100%, as shown by this screenshot:

(this was recorded while doing nothing special, and each surge seen on the screenshot caused a lag as described below).
The issue seems to increase with the uptime (the longer the machine has been on for, the longer each lag).
To be noted: the issue is critical when using the mouse wheel on the sound widget to increase/decrease the main sound level. The cursor moves very slowly to its new position, however fast the wheel is actioned.
I have no graphic card in the machine, thus using the Intel chipset with its driver (intel microcode v 3.20151106.1).
The issue seems to be very similar to this post (viewtopic.php?f=208&t=227638) but as far as I'm concerned, no satisfactory answer came out of it
