Added a second panel on left
Can't delete the second left panel, selected 'remove panel' and it removed default bottom panel
No context (right click) menu for second left panel, all panel options for default bottom panel
Can't drag Launcher from Default Bottom Panel to new Left Panel
...and I thought Panel Setup in KDE was convoluted...!

Is your second Panel in "Panel Edit Mode"?

Both Panels go into edit mode when you right-click on bottom panel

Nobody else is having this issue with Cinn-18.2??? It's like the Panel is 'locked' and won't allow drag-and-drop of launcher from default bottom panel...

I just created a left-side panel and added (not dragged) the Menu applet and I can move it to lower, middle or upper part of the menu (on 18.2 cinn)
Maybe try adding instead of dragging?

For Removing Panels I think You Need to right click the Panel>Modify Panel>Remove Panel.And You should able to remove it
