Is it possible to adjust the strength of the 'Prevent focus stealing' setting?

I use focus-follows-mouse and its set to 'sloppy' in Mint. This works well for most things so far. What it fails at is preventing focus stealing when appropriate. E.g. in Intellij the open-file dialog closes almost immediately after it opens because focus is stolen by the mouse, which resting on the page below the dialog window. Is there any way to fix this, short of 'click-to-focus'?
