[18.3] Screen tearing on both screens

I get terrible screen tearing on my laptop, even worst when I use my Panasonic TV as a monitor / second monitor. I'm using the intel-microcode 3.2 firmware. Here are my system specs.

...since this appears to not have any replies yet...Bump! :wink:

Microcode has nothing to do with graphics, it's meant for improving / correcting the processor's behavior.
At first, try:

sudo apt-get remove xserver-xorg-video-intel
Then reboot.

If that doesn't solve it, wait until someone else who is familiar with Cinnamon's internals pops up...
(on a very similar model, 300-17ISK, under Mate, running tear-free by using Compton...)
