Dear all,
my English is not good but i hope somebody understand me. I use a Notebook with Intel Core i5 16 GB RAM and Linux Mint Cinnamon 18.2 Now i want change to 18.3 but the System Icons after Reboot not on the place.
Please have a look on my Screenshots. Only system, network and trash Icon have this problem.
I try it with a new image and i try this with update manager.

Aw, c'mon Cosmo, sven0907 posted for some help!!!! In fact, I found this post while searching for a solution to the same problem. One of the great things about Mint is the Forums and those participating in it (usually). Your reply sours that experience.
And sven0907, keep trying. There are other posts about the same problem and many more helpful and intuitive replies than you received here, although I'm not sure there is yet a fix out there for this bug.

We need to check, if there is an ownership problem in your home, which prevents the system to write the current configuration to the disk.
Mark the following command and press ctrl-c
open a terminal and press ctrl-shift-V
Mark the complete result inclusive the command with the mouse and press ctrl-shift-C
In the forum click the Code-button above the text box, than press ctrl-v.
Report in case, that there is no output.

find $HOME ! -user $USER -type f

i know but the dconf editor does not solve the problem. I finde the same info in german LMU forum.

the error occurs only if the desktop icons are not arranged automatically and not aligned to the grid.

The problem has not been fixed yet. I do not know why they do not fix it. I think i can not use LMU 18.3 . That's big shit because i want not back to Windows.
