Is there a way to add a 1 minute feature to Power Management, Power Options, Turn off the screen when inactive for. The shortest time available is 5 minutes.

Try this:
Install dconf-editor.
Now navigate in the left pane to org -> cinnamon -> settings-daemon -> plugins power and change those values:
sleep-display-ac and / or sleep-display-battery

dconf-editor worked. A lot of sub menus but I got the hang of it (my eyes aren't getting any younger). I may never fully explore all these options, there are so many.
