Issue
Some of the video thumbnails are not being generated on my actual system.
But thumbnails for the very same files are being generated when tested on a fresh Mint18.3 install in a Virtual Machine (Virtualbox).
I would like to know where to start some troubleshooting?
What can be missing in the system, that only few videos don't have thumbnails?
Steps to reproduce
Open the video folder. Check if all thumbnails are generated.
Expected behaviour
All video thumbnails should be created.

Try this: open any folder with file manager (Nemo I suppose), go to modify, preferences, preview, increase #GB in the option "only for file lower than.." or similar (sorry, I have Mint in Italian), choice a number o GB you want.
If a video is 12GB size but you set 10GB than the preview won't be created.

I just read your post and the good replies to it. Here are my thoughts on this as well.
Did you install the 3rd party packages when asked during installation of Linux Mint? If not do that now (mint-meta-codecs).
There are various "thumbnail" packages in the Synaptic Package Manager (SPM) that you can install. Perhaps Xplayer requires one of those, like "ffmpegthumbs" or "mplayerthumbs", after installation, restart your file manager. Of course, you need to have "ffmpeg" and "mplayer" installed for those, would not hurt to install "mencoder" either.

Another clue found...
Opening videos folder as root generates thumbs for ALL videos. Must be something wrong with my user...though permissions look fine:

After re-reading your post and trying out "xplayer", I did not see any thumbnail options for "xplayer" which plays videos very well? So, do you mean that you are not seeing video file thumbnails from your Cinnamon File Manager (nemo)?
I installed the Cinnamon file manager "files" (Nemo) in my Linux Mint KDE just to see how it works there (not using the Mint repos), and it is showing thumbnails for images and videos, see screenshot.
You can change and or check the permissions of folders and files using your file manager by right-clicking the folder and or file(s), like the Videos folder, selecting properties, clicking the permissions tab, if you make changes click apply / ok.

in order for thumbnails to show,, you must have xplayer and mint multimedia codecs(which will install vlc with itself) installed....i installed these two from software manager..after that my issue with thumbnails was solved,,

delete everything in

.cache
then logOFF and back in to refresh thumbnails-

I have the exact same problem.
For example in a folder there are some game captures that do have thumbnails.
Then, either using openshot or powerdirector 14 (windows) I trim some the above videos and I reduce the bitrate in order to send them to my friends. These videos do not have thumbnails in Linux Mint. I don't know why. But surely has samething to do with the fact that I trimmed the original videos using video editing software. Please see attached image
