Ctrl+Shift+Key not working

When i select shift+ctrl to switch layout, any other hotkeys with Shift+Ctrl+Key stop working. For example i cant open new tab in terminal.
I've read some articles about that issue but they all are old and don't provide any solutions
Can anyone help me?

Same here!
This issue is so annoying, I came here just to find anyone who is struggling cuz of it as well.
I used to switch layouts with ctrl+shift, but cuz of issue I can't even paste smth to terminal with ctrl+shift+v now, because it switches layout and types 'V' symbol on different layout

Same thing here.
I noticed that Ctrl +Shift +[Key] shortcuts were not working in Intellij Idea. At first I thought there was something wrong with IDE settings, but then I turned off layout switching shortcut and it worked.
On Mint 18.3 I had the same shortcut for layout switching but never had any issues with it, problems appeared after installing Mint 19. (clean install)

Solved: i ran apt upgrade and it updated xorg-server. After restart everything works fine)
