With cinnamon 3.8.8 on Linux Mint 19:
I have Window Tiling and Snapping turned off. However, when simply resizing a window, it often snaps to full width/height (in the direction of resize). After snapping to the sides, then pressing the "+" (maximize) button changes the window to full screen, and pressing "+" again restores it to the original size.
This snapping does not always happen, but happens often enough to be bothersome.
It looks like there is some tiling/snapping code that is still active, even after turning it off.
