Right-click on the desktop and select Configure Desktop...
A window pops up with Wallpaper, Mouse Actions, and Tweaks...
I don't see a Desktop Settings option or how you got to that Desktop window. Are you using Mint 18.3 KDE or are you using one of the other Mint 18.3s?
