Random mouse movement with closed lid and external monitor connected via USB-C

I am experiencing the most bizarre bug.

When an external monitor is connected via USB-C (Dell Latitude 7480) USB-C to VGA or DisplayPort
AND the lid of the laptop is closed, the USB mouse and keyboard manifest random input.
If I open the lid or unplug the USB peripherals the problem goes away.

Any ideas?

Overheating? Why would anyone close the lid on a laptop that's not suspended? Especially when also driving an external monitor?
