The Network Settings window opens up small and after resizing it, it won't re-open at the larger size, it goes back to the small size.

How can I get it to retain the resize? The small window is not usable.

It's a bug reported upstream not yet fixed.

Note I don't recommend attempting the workaround outlined in comment 4 of the linked issue - it's a fudge not a proper fix and will cause other settings windows to open at at a fixed height (too big sometimes and too small in many cases).
Edit to add: the workaround outlined in comments 6/7 is good though.
