Screen Chattering in Browser Again. Is there a way to fix this easily? If not I'll just move on to something that allows smooth scrolling easily. I have not installed yet and am looking for a good distro to do so. I am thinking 18.3 would be better for this old laptop, and maybe a bit more stable. Please don't pretend this is not an issue in Linux as I've had this issue for years now. Some distros are better than others but I would like to run Cinnamon if possible, just don't understand how to fix this easily. I've also seen work-around's but don't know if that is needed. I seem to remember in some of the Mint distros you could choose a different Window Manager or something to that affect and make things better.

if you want to say cinnamon there's no switching window managers only mate/xfce can. you forget to mention which browser. not sure what chattering is. my 2007 computer scrolls perfect in chrome once a page is loaded. for instance at yahoo.com scrolling down for the first time i get a bit of not so smooth scrolling but once loaded i can go up and down very smooth. browser extensions can be causing much of that. for me i stay away from firefox because the scrolling is much more forceful then chrome

I was in a live session so it was Firefox with no extensions. I did try Ubuntu Budgie recently and no issues at all, but most all other distros have some bit of issues with this in all browsers. Unfortunately don't like Ubuntu Budgie, but may have to look at it a little closer and see if I can make some changes to it.
Don't know what to call it, chattering, screen tearing, just bad graphics while scrolling. Only really noticeable in browsers though.

Since budgie seems to be more stable on your machine, have you tried the distro that developed it, Solus?
you can't do much if this is on a live usb. you can usually install a small amount of apps depending on RAM. i would install chrome or chromium and test that. but like before if you boot this in live you'll have to do it every boot.
there's a difference between smooth scrolling and screen tear. you have to decide what chattering really is. chrome offers much better scrolling with no extra configuration and with hardware acceleration enabled. try some screen tearing tests https://www.youtube.com/watch?v=9hIRq5HTh5s
If it's the operating system I would recommend a try with Mint Mate 18.3.
This also runs on a 10 year old netbook (Intel Mobile 945GSE Graphics) without any problems.
Thanks for the advice, but Mate has an issue that the File Manager gets stuck in the Panel all the time with me. In fact every time you Open the Menu while the File Manager is Minimized it will get stuck in the Panel, until you open another piece of software, then it seems to be unstuck. Not the biggest issue in the world, and I might go back to that, but will need to test it again with different Windows Managers. Otherwise a very good distro.

In fact every time you Open the Menu while the File Manager is Minimized it will get stuck in the Panel, until you open another piece of software, then it seems to be unstuck. Not the biggest issue in the world, and I might go back to that, but will need to test it again with different Window Manager. Otherwise a very good distro.

Just been playing around with the file manager (Caja), minimized it in the panel, opened menu and started a program, opened Caja then minimized again etc... closed minimized Caja with mouse right click ... ...
That's not what I said. And, this don't seem to happen with everyone, how I don't know, because it happens every time I try it since 18.0 on so many occasions I can't count.
1. Open File Manager.
2. Minimize File Manager to Panel.
3. Open Menu and close it.
4. Click on File Manager in Panel to Maximize it. At this point is where the issue lies. The File Manager will get stuck and Text will turn BOLD. You can Right Click to close it and that will work. If you open another piece of software, then go back to Maximize File Manager it seems to work. This is a known issue but I don't know why I experience it every time and others don't.

When we're a bit off topic - the Intel Atom processor and graphics have always been blamed mercilessly - but the thing is very easy to maintain and unbeatable from a security point of view.
... only the stupid screen is really bad.
