Do not allow unused space on the desktop but still sort the icons manually
I use Cinnamon and I want to still be able to sort desktop icons manually, but to not allow for whitespace on the desktop. Is that possible?

I think you need to tell us what "not allow for whitespace on the desktop" is supposed to mean. Also, if you sort manually, is "not allowing" not a matter of simply not having?

I use Linux Mint 20.1 and I simply want to be able to sort my icons in a custom order, while still automatically removing whitespace.

Maybe KM will understand. You supposedly mean you do not want empty vertices in the desktop icon-grid. I still don't get why simply not leaving any such is not the answer when you place/sort the icons manually.

Ah, okay, admittedly that makes some sense then. No, if your desired order is not one of the available auto-arrange orders you'll not be able to have that be automated. There's no "squeeze empty space (vertically)" option. Nor horizontally. Nor diagonally. Nor... well, you get the point: it's too interpretable to be a standard option. "In any desktop that I'm aware of" I should really say, but, no.
