Origin coordinates of the vertical panels

Hello

How to change origin coordinates of the vertical panel?
I know how to change transparency of left panel.
/usr/share/themes/Mint-Y-Dark/cinnamon/cinnamon.css

  color: #ffffff;

  background-color: rgba(47, 47, 47, X);     
  font-size: 1em;
  padding: 0px; }
x=0 full transparency
x=1 no transparency

But how to make that the lenght of left panel will be shorter? How to set coordinates where which panel drawing will be starting?

I want to mix the left and bottom panel, but I want make left panel (transparency 0.4) see only on the centre zone of left side monitor.
I don't want use dock or something like that. I'm only interested the short vertical panel.

Kernel: 5.4.0-72-generic x86_64 bits: 64
Desktop: Cinnamon 4.8.6 Distro: Linux Mint 20.1 Ulyssa
Theme: Mint-Y-Dark
