I am a Cinnamon fan - best desktop ever hands down.
BUT . . . . in 5.4 they took the windows border settings away - Why?
How can I get them back?

Seriously: Stay with Cinnamon 5.4. Otherwise you might miss some things more.

At a minimum I would like to see a control added that allowed the user to set the min/max/close buttons to a larger size.
My solution right now is to keep using LM20.3 and NOT update to LM21. At least with LM20.3 I can continue to use smurphos' Big Buttons metacity theme which works for many of the windows.

sadly you cannot as Cinnamon no longer supports metacity which was used to render them
I’ll tell you a DNS joke but be advised, it could take up to 24 hours for everyone to get it.

My other distro is mx linux. Last week I installed cinnamon, and the window border options are still there. That's how i found this thread
Presumably mx has an older version in it's repositary
This hardly feels like progress. Worse things happen at sea etc ! I'm using lmde5 so think I'm stuck with it

Curious to know did this affect dark theme users more than light theme visa-versa?

That would be a nice addition and might be doable with sed on the gtk.css file.
