I have LM19.2, LM21, and LM21.1. All of them have the latest chrome. In 19.2, chrome does follow the system antialiasing setting. However, in 21 or 21.1, chrome always uses anti-aliasing regardless of system setting.
For years, I am using Arial font in chrome with anti-aliasing off. That's my favorite crisp clear screen font. I spent days to get it back in LM21.1, but couldn't get it.

Workaround: Use Firefox. Then goto
about:config to toggle gfx.text.disable-aa. Enjoy pixelated font in Firefox.
