yes i think at present, the theme manager will only apply themes to taskbar, icons, window borders etc not for individual programs and nemo file manager. Wish there were more options to tweak individual items in the themes. It was present in the GNOME 2x series early releases, and i was addicted in changing the different colors of background, highlighted text etc which applied throughout the desktop environment unike only the taskbar, menu in cinnamon theme manager.

well in mint 17.1 you have re-designed theme options which is pretty cool. i think we have to wait for cinnamon to develop more to make and tweak changes to individual theme items.

You don't say which Desktop Environment you are using, but I'll assume you are using Cinnamon as using the inbuilt download options from cinnamon's theme menu offers mostly Start Menu and Task Bar themes, rather than complete themes. For complete themes you will generally find a lot more choice on sites like Gnome-look.org.

Here is a tutorial for theming in Cinnamon, http://shyloh.com/themes.html, it was written for Mint 16 but apart from the Gui menus looking different in 17/17.1 it applies to 17/17.1 as well.

Hope this helps
