Can't get GTK2 sliders to be correct width in 19.1

As part of upgrading my laptop to 19.1, I've been trying to tweak my preferred theme to use Aqua/gel-style sliders. I have these working quite well on my 17.3 install, but under 19.1, the sliders keep being blocky and wide instead of nicely lozenge-shaped. An example should be attached.

The GTK3 slider on the left is more or less how I want it; the GTK2 slider on the right is way too wide, and looks more like a rounded rectangle than a proper pill shape.

I've tried changing every bit of CSS I can think of (in gtkrc gtkrc2), and still the GTK2 sliders are blocky rectangles. What parameter should I change to make the GTK2 sliders be the correct width?
