how to add icons to panel in Mint 20.2
how do I add new icons to the panel there is no add to panel option when I right click on a icon in the menu

A possible workaround can be:
Start the application you want to pin it to panel. You can see the application's icon on the panel. Right click on the icon and click pin to panel.

Easiest way is to use a picture hosting site, like Imgur.
You copy the photo up to the site & it will give you a url to post in your message.
There are other ways too, but that is probably the easiest..

it appears you have two questions:
1 - how to add icons to the panel in Linux Mint 20.2 Uma Cinnamon - As stated above, (from your menu icon, also referred to as the start menu button) you can right click on an icon of the application and click on the +add to panel. Please note that you will be unable to right click on Favorites Icons or Application Categories to accomplish this, but rather any actual applications listed. I am not sure why you would not be able to to accomplish this task from the start menu, however, you also have the option to drag an application icon from the start menu to the panel.
2 - how to paste a photo - If you are attempting to paste a photo (screenshot) to this thread, make your screenshot and then click on the attachments tab below the posting window. You will then be able (Add files) to upload your screenshot for viewing.

That does not look like the standard Mint Menu to me.
Have you added an alternative via Cinnamon Spices??
Don't forget that the Update Manager in 20.2 now adds updates to Spices & Desklets.
Maybe that has initiated the change..
