I'm not positive I am seeing exactly what you mean.
However, you can open CCSM and go to Effects - Animations -> "Unminimize animation" and control anything there. You can change the default timing on whatever animation is listed to a much shorter time value. Or you can remove it. Or change it to a different one. I have "Magic Lamp" as default, with 300ms time value. -change it to 50 and the window snaps open without seeing too much animation. You can remove any animation and the window just appears in place.
