I would like to change the behaviour of the search bar because the default are not ideal for my use :
- I would like to block some annoying results for specific keywords
- I would like to perform a web search directly from the menu (for instance if there is no result (windows behavior) or if I begin the search with a specific keyword : "web [my_web_search]")
Those are some specific examples but I more generally looking for tools (packages) or documentation (for coding myself) to customize the search bar behaviour.

You should load the mint-dev-tools and then there's some documentation available.
