Couldn't find the 'leaves' I was after so these had to do for now
Current main OS: MInt 21.3 with KDE Plasma 5.27 (using Compiz as WM) - Kernel: 6.5.0-15 on Lenovo m900 Tiny, i5-6400T (intel HD 530 graphics) 16GB RAM.

That program is another KDE program. The 'System Monitor' ksysguard.
It is in the repository and can be installed using sudo apt install ksysguard, although with Xfce (which I use) and also with Cinnamon and Mate, installing KDE programs WILL drag a bit of luggage with them.
I tweak my KDE 'qt' programs for transparency - because as a long time KDE user I enjoy being able to do it.
For that I use a theming engine called Kvantum and to configure it I use kvantum-manager.
However if you don;t feel the need for transparency, ksysguard works just fine using its normal theme.
Of all the system monitors it is still my favourite for clear display and ease of use. Especially when I need to quickly Find and KILL something.

Looks like maybe Cairo or Plank...?
I use Cairo - cool program! I have mine on the right side of the screen, but it works very well and is very configurable!

I think what I started with comes as Default with Cinnamon, although I copied it out of of /usr/share/backgrounds in Mint Xfce.
Then I just changed it from the plain green logo by adding Mint Leaves to it.
I just now did the same to the spinny logo (washing machine logo).
I think it adds a little 'mintiness' to the Mint logo:

My desktop background are photos (about 40 of them) I have taken over the years of which I play as a slideshow. This is one of my favourites taken on a camping trip a few years ago:

EDIT - if using imgur or any other image hosting site, you can use the
rimg

And I thought I was the only person on here that likes panels all over the place for quick access to stuff.
Actually, there's another reason I have left and right side panels. I leave space, always above, and sometimes below my Panels at the side edges of the screen because I use XFCE.
Because I also use Compiz, I like to change desktops by scrolling with the mouse wheel on the desktop. It is just 'Lazy' as well as quick and 'Convenient' when something like a browser is Full Screen

I've seen the rimg tags in just about every forum and most of my blog sites, and never bothered to find out what they do!
