I have just installed Linux Mint 18 MATE. Neither the steam launcher program from the software manager or the deb file from steam will run. It installs the directories and files but when "RUN" nothing happens??

Might be that lib issue I had a similar issue with libs with R.U.B.E. being outdated.
I read a post on arch forum about steam which solved my R.U.B.E issue
if the post above doesn't fix it maybe the arch forum post can help you out

If you load steam from the terminal (open in terminal) it's give you the error messages and looks like you got a radeon card like mine or similar
The fix in the arch forums that worked for them and for my R.U.B.E
basically I got rid of 2 files because that's all R.U.B.E had steam has more
It might work but save your stuff before doing it just in case, I don't use steam but that post worked for my issue because of radeon, next computer will be nvidia and intel, no more radeon and ati crap for me

in both these locations:~/.steam/bin32/steam-runtime/i386/usr/lib/i386-linux-gnu
and:
~/.steam/bin32/steam-runtime/amd64/usr/lib/x86_64-linux-gnu
Launched steam, and re-did my desktop shortcuts normally. It's too bad L4D original isn't supported...think I'll go play some more Portal...I love the originals. Thankfully the amd drivers are holding up with my 280.

Glad you got it working
That video and the famous linus finger was long ago nvida has come a long way since then, unlike ati and radeon which has gone in the opposite direction, some folks are gona get black screens with the new update on radeon with the new updates and have, mine is supported but my mother's isn't, which gives me an excuse to buy a new computer with nvida and intel on it and give her this one, lucky for me I bought my wife has an asus with nvida and intel so hers is fine.

I was given the following Line for the terminal which works like a dream for me:
LD_PRELOAD='/usr/$LIB/libstdc++.so.6' DISPLAY=:0 steam
