Not able to create Steam shortucuts

I try to create one and an error pops up saying: "Could not create shortcut. A shortcut to this game is probably already on the desktop.", even though it's not. It's annoying to have an extra step of running Steam and then running CS:GO manually instead of just automatically booting CS:GO after Steam. Does anyone have a solution?

No, it's a known bug with Steam since the last few months.

Yeah, I guess it's just a case of waiting on Valve. I also have an issue where if I play any video in Steam then close it to the tray the audio keeps playing.
