i turned on the csgo fps counter in the game but it keep on fluctuating even when i am in lobby and i am getting low fps which rapdily changes number constantly in the game

Reduce your game setting to low with 720p resolution.
More I thinks the GPU you are using is too old .... Get atleast gtx 950 or above

How much is your fps? And in csgo with the netgraph option turned on the fps fluctuation is normal in all computers unless the fps is capped low. Your PC is likely too weak to play it at high fps.
