Happens on a 4K monitor:

Fractional scaling settings:

100% - works fine
125% - works fine
150% - stretch bug
175% - stretch bug
200% - works fine

Any idea what could be causing this and how to fix it?

It's still an experimental feature, it's also not meant for games but the user interface of the desktop and other applications you would struggle to see at normal resolution.
I’ll tell you a DNS joke but be advised, it could take up to 24 hours for everyone to get it.

Yes I wasn't intending for the games to scale however the scale feature seems to attempt to apply itself for fullscreen games

Is there perhaps a way to disable the 'scaling' automatically before launching games or perhaps the steam client?

That auto disable would be cool, not sure how though. There is an applet which you could use to quickly switch scaling from the panel called UI Scaler for HiDPI Screens

ok I figured out how to install the applet,
however sadly it doesn't seem to work
doesn't scale when I choose scaling options.
