Came across this on lmde + update pack 7 which has a new kernel. Simple workaround is to disable splash screen which will stop Plymouth from working. This is if you are okay with seeing boot messages and require no splash screen at boot. I don't see the dots now.
I think thats also better because it will patch the problem and will will stick to the release. Imho.
Open a terminal and run
Remove that word splash from the line GRUB_CMDLINE_LINUX_DEFAULT="quiet splash" to make it GRUB_CMDLINE_LINUX_DEFAULT="quiet" and save the file.
