File permissions

I have an old machine running Fedora and I now want to move to LMDE , I have two separate disk where I store vital files, these disks are ext4, the third disk the OS is installed.

My question is, if I wipe the OS disk and install LMDE on it, will it be able to read the two ext4 storage disks ? How are file permissions used, I noticed that I could read both disks with the live DVD.

yes, you will be able to read the two ext4 disks, actually you will be able to read any disks in your whole storage device, but you will most likely need to enter password to mount them. LMDE asks for password more frequently than the main editions in its default settings.
