Is there a difference between this and the eoan version Oracle recommends for Ubuntu 20.04.
Of course, eoan was the demonym for Ubuntu 19.10, but that was the package recommended for 20.04 on release and ever since.

Nope - the actual deb you get is the same currently, but none the less they do offer a focal repo.
