Is Cinnamon compatible with Win 10 and may I run it in a virtual machine or something?

Linux can run inside a VM.
Win10 can run inside a VM.
You can run a VM on Windows.
You can run a VM on Linux.

I have found that Linux inside a VM runs faster than the Linux on my laptop. duh...
Must have something to do with that little spinner not needing to go 'around and around"
