Clone a windows 10 install to run in VM?

Can I put(install so it operates) a backed-up copy of Windows 10(that was created with Windows backup and restore program) into a Virtual box on Linux mint. I think they call it an image but it's not an iso; it's a collection of folders and files. When restoring Windows 10 in the absence of Linux, one has to boot up on a Windows recovery disk which then searches for the back-up and puts it on your drive. If so, does one need a special program?

I suspect you will run into license problems, win will see that it is running on new hardware and complain. Now if you have a retail version you can transfer the licence. If it is OEM, forget it.

Okay. I guess I'll just go without and see how it goes. It's not like I do much anyway, just surf, type and plug in my android phone to move files between.
