I don't have any axe to grind re LMDE3 and Mate, my reasons are purely practical.
Mate is lighter than Cinnamon on the older PCs I run and because I've been running Mate for a long time now I've become accustomed to it - I even use it on the newer PCs too I'm so accustomed to it.
I would like some way, any way, of running any version of Mate, the version used in LMDE2 would do perfectly.

Just as on the Ubuntu based Linux Mint, you can install whatever other desktop environment you want.

LMDE 3 progress report from the monthly news:
LMDE 3 will feature 2 different installers. In addition to our own “live-installer”, you’ll also find Calamares in the application menu.
Although live-installer works well and is very easy for us to maintain, troubleshoot and improve, Calamares is ahead when it comes to partitioning schemes and it provides the ability to use LUKS full-disk encryption.
Both installers support BIOS and EFI installations. We’ll be interested to hear your feedback.
LMDE 3 is currently in QA and its BETA release is planned for the end of the month.

Will it be possible to install Wine without a lot of hassle? Most Debian based distros don't make this very easy. For me having Wine installed is a must. Thanks.

As there are no Wine packages in the Cindy (LMDE 3) repository I think safe to assume you'll get the the Wine packages from the Stretch (Debian 9) repositories.

Hot Tip: the calamares installer is available, but kinda hidden... look in the administration menu. I figure it should be on the desktop alongside the Mint installer... Maybe it will be when the Beta is published.

The cinnamon one works well in a VM - one or two minor annoyances.

this is a lot of hassle? Or do you mean that getting "X" program to work right under WINE is a lot of hassle? I use it under both LMDE2 and Stretch. Some programs work extremely well, some not so much, some not at all, but actually installing WINE is quite easy.
