New to Linux Mint: I have done updates, but latest Qbittorrent version is 4.15 for my version, and that no longer has working country icons. Believe version 4.23 works correctly, but 4.25 has some bug fixes that were introduced in 4.22...

You could try installing the Debian Sid version of Qbittorrent but be warned it may complain about unmet dependencies:

https://packages.debian.org/sid/qbittorrent

Personally I just use Transmission for torrents, always have with Linux.
I’ll tell you a DNS joke but be advised, it could take up to 24 hours for everyone to get it.
