Hello,
Is there a way how to reinstall whole system LMDE 4 and restore settings from the previous system? I'm thinking about LMDE 4 settings and programs settings, and so on.

1. If you have a separate home partition all your user settings should have remained intact after the reinstall.
2. Back up your sources list so you can restore it to /etc/apt and the key rings in the trusted directory, or better the entire /etc/apt directory.
3. Back up anything else in /etc that you have changed and want to restore and possibly anything you have added manually to /opt or another directory - I for example have removed the default Firefox ESR in favour of running the latest release that is placed there. Also back up anything you might have added to /usr, for example if you have added wallpapers for system-wide use. Most people haven't so won't have to bother.
4. To restore the same set of applications export markings from Synaptic.
