How to install Adobe Flash player PPAPI for Google Chrome in LMDE 3 "Cindy"? :shock:

You don't. Google Chrome comes with its own Flash ("PepperFlash") built-in and there's nothing additional to install. Just go to https://www.google.com/chrome/ and downloading the .deb file and install it by double-clicking the downloaded file in your file manager. It will add a repository to your system for upgrades.

If you're talking about Chromium instead, not Google Chrome, see https://wiki.debian.org/PepperFlashPlayer/Installing.

When did Google put pepper back in the install file?

it was always part of chrome
.config/google-chrome/PepperFlash
chrome://about/ put that in chrome address then go to flash
