Like I ask in the topic title: Can you install Deepin Desktop Environment on LMDE3 and how you do it?

LMDE 3 is based on Debian Stretch. Deepin packages don't appear in Debian until Debian Buster. Buster is the future release of Debian (likely the package base for LMDE 4).
Mind that the linked tutorial is for a long time ago and won't work as written (if at all) with any currently supported version of Linux Mint or Ubuntu.

so it's not possible, maybe in the near future with the release of lmde4 as i read it good?

LMDE 3 has just released so no, LMDE 4 isn't in the "neat future". Debian Buster is planned for a mid 2019 release, though they don't release until ready. LMDE 4 is at minimum a year away.
