I have LMDE 4 , how can I add color and transparency to the panel

Hi,
The panel colour and transparency is set by your choice of Cinnamon aka Desktop theme.
Menu > Preferences > Themes
You can add transparency to any theme with the Transparent Panels Cinnamon extension
Menu > Preferences > Extensions > Download to download
Then back to Manage Tab to Enable and configure
