LMDE4 and Apache2

I recently upgraded from LMDE2 to LMDE4, via a short interim with LMDE3. After the upgrade, my lab web server on this desktop has ceased to function as a web server. When I input the address to the local website, all browsers (Firefox, Opera, Chrome) want to 'download and open' like a file explorer rather than displaying as a web page.

As I said, LMDE4 Cinnamon x64. Since Apache configuration directives changed in the interim, they have been modified to reflect current syntax. I did not think to check behavior during the short time I used LMDE3, so I don't know if this phenomenon was active then or not.

Has anyone else experienced this behavior, and if so, is it due to some change in LMDE or some other change in Apache?
