I am using LMDE3 and i can print ok but LMDE will not pick up my scanner on my HP desk jet 2621 connected via a USB cable,
I am sure it scanned on LM 18.3
any help happy to move to LM19 if i have to

You can try installing the kernel used in 18.3 in 19, reboot and test.
In grub advanced menu gives you option to boot from any of the installed kernels.
