When inserting an USB hard drive or stick which are formatted with extFat they will not be recognized and automaticly mounted, this behaviour doesn't exist when inserting USB stick formatted with Vfat, or other common filesystem supported.

LMDE4 was mounting Exfat properly with an older kernel (4.19.0-8-amd64), has the Mint team changed the kernel configuration?

Have you installed the exfat (user space) packages?
exfat-fuse and exfat-utils
