On my LMDE3 installation, I was getting conflicts with 'brltty' (which is a braille display daemon) and the Arduino IDE, preventing access to the USB/Serial connection.

I'm posting this since I had a bit of trouble uploading arduino sketches and my web searches were bringing up a lot of old information...hopefully this saves someone else some time.
