Start with Debian as a base, build on that.
there are many ISOs to use, and all of the popular desktops.

I think what may be confusing is how you are using the term ISO.
I agree "Start with Debian as a base, [and] build on that."
That is exactly what I have been doing - I am starting with the base Debian .iso (netinstl minimum CD).
When you say there are many ISOs to use - not sure what you are referring to but yes you can choose from several desktop environments during the base Debian install. I install Cinnamon with the following command to keep some of the "extra" stuff that gets installed with Cinnamon form being installed.

and as I installed it the other day, Debian 11, and realized that it has Libreoffice 7...
and Ardour 6,
and I was thinking, what else do I need .. to have the latest or next to most recent version of?
I mean, many applications can be run as appimages...
like KDENLIVE... (sure, Libreoffice, too)
speaking of which, I'm not a fan of KDE (or Ubuntu), and I don't like their mentality, but I know that so many of us love it, and Debian has it, too...
and by far, not all applications demand having the latest version of them...
like Ardour... version 5 is completely good... perfect, beautiful, and stable...
same goes for kdenlive, of which it is decidedly desirable to have several appimages at hand, former versions, along with your former projects...
ALL in all....
I love Linux Mint...
and I love Debbie / LMDE better ... totally understand the independence concept, from Ubuntu...
but it looks like Debian -- the thing -- doesn't seem to be a bad option from any angle, at any rate...
so why not Debian? the thing?
as I examine my behavior (using Debian on my laptop and Mint and Debbie / LMDE on my desktops),
I can say, I miss the usb image writer...and gparted
other than these, I've never run into any situation needing something that couldn't be satisfied on Debian... (not to mention it has "parted", which I'll check)
I'd say that if Debbie doesn't show up fast, nothing will keep me from installing Debian 11 over LMDE 4...
Philosophically speaking, perhaps the best Linuxmint is Debian?
At the same time, I really enjoy the level of ease and the comfort of Linuxmint.. and I LOVE it for being a perfect (PERFECT) alternative to Microsoft's crappy OS and the Apple Empire's -- for so many people!!!
Linux Mint is a mainstream Linux distro, while keeping some distance from Ubuntu which doesn't have a true Linux (non-commercial) spirit, so, it really is a very good concept...
the Flagship Linux!
So, maybe Debbie is the one that is not so essential?
I guess, time will answer this question... or, more precisely, the release date of LMDE 5

You did not say which desktop you selected when you installed Debian, nor did you say what method (which ISO)
anyway---
usb image writer and gparted can both be installed in moments:
the Linux Mint version of "usb image writer" aka "mintstick"
direct download link:

first download, then install with "gdebi" (install gdebi using Synaptic.)

I am a Debian fan as well and for me Debian/Cinnamon is my "Go To" as of of late (Debian 11/Cinnamon 4. and I am testing Debian 12/ Cinnamon 5.0 currently in a VM and will move it to one of my test PCs soon. But for the folks (six currently) that I have installed linux for and support I have on LM 19.3 and won't move them until 20.3 is released and is around for a while. So as much as I like the LMDE concept LM (the Ubuntu based version) so far has been the most reliable and easy to maintain OS for the non-computer people folks that I support.

There is Ubuntu in LMDE, they just copied the packages they needed instead of using the entire repository. Its just a few packages, but they are there.

There are a few Ubuntu fonts in Debian/LMDE - original packages, not copies.

Just playing devil's advocate here, but by that logic, couldn't Mint just take ALL of Ubuntu packages in the event that Ubuntu went away and continue development on top of then current packages? theoretically possible if All of the Ubuntu packages are archived Locally ___and if Mint had the horsepower (skilled developers) to do that.
something similar happened when Gnome3 was issued.
all of the Gnome2 packages had already been archived Locally and the Mate Desktop was born

Personally I only use One package from Mint in my Debian:
mintstick (from .deb in my downloads folder)

most everything else Mint uses is readily available in the Debian repositories.

The Ubuntu repositories would have to be re-hosted and maintained. I think what will eventually happen in the far future is that all of the Ubuntu packages will eventually be snap. And those distributions which do not support the use of snap will be forced to use other repositories such as Debian's. LMDE is already setup this way.

No, Linux Mint 20.3 is currently being worked on. After that release is done the team will continue work on LMDE 5. Any news about upcoming releases and what the teams are working on is on https://blog.linuxmint.com/.

On Debian I'd rather use USBImager https://gitlab.com/bztsrc/usbimager
A simple, unobtrusive, bloatfree cross-platform app in the mind of Unix. (do one thing only, but do it good)
I even prefer it to mintstick as it has a verify option.
