Add a FLAC encoder by default in all versions of Linux Mint

Currently there is a FLAC decoder in Linux Mint 18.1 Cinammon, which allows playback of FLAC files, but there is no FLAC encoder that allows wav files to be converted into FLAC files.

It is a simple fix:

sudo apt-get install kubuntu-restricted-extras flac
Is there a reason why there is no FLAC encoder by default? FLAC is open source, which is why I am at a loss why it would not be there by default.

Pretty sure libflac8 is included. It works.
Please edit your original post title to include [SOLVED] if/when it is solved!
Your data and OS are backed up....right?

Strange.

When I tried to encode with k3b, I could not get it to work at all.
