Add visually accessible settings to change the color/transparency of panel, menu, and window titles

Windows 10 can do it, as seen here: http://www.intowindows.com/how-to-chang ... indows-10/. You don't see it in the screenshot, but now they include window titles.

Additionally, I would want to access this option by right-clicking the taskbar and clicking "panel settings"

Reads like you want the Xfce version of Mint ! :D Right click the panel for preferences to change transparency in real time, Window Manager Tweaks for windows and titlebars . .
