It is indeed an impressive translator however it's currently only an online service (running on one of the world's supercomputers in Iceland). It doesn't have an API so its functionality is not available to either other websites (ie: you can't integrate it), or indeed to external operating systems.
I'm not sure how it could be incorporated into a desktop environment even if an API was available, but as it is you can simply go to the site and enter the text you want translated. Here's the home page: https://www.deepl.com/
